This powerpoint presentation begins by providing a brief overview of the Toho Water Authority, along with reasons for its creation,the issues that had to be resolved,formation of the Authority, and the evolution from Authority Partnership to RegionalPartnerships. Presentation observations indicate the following: regional cooperation is possible when government officials canrecognize and acknowledge that resolution of a problemcannot be accomplished alone;competition between entities and/or parochial or go it aloneapproaches to problems are inefficient use of limited resourcesand will most likely delay a solution;a willingness to develop a partnership and engage inconsensus decision-making can result in a productiverelationship and a regional solution;compromise is an essential component in regionalcooperation; and, when governments focus on providing service andengage in cooperative consensus building problemsolving with a willingness to compromise in thebest interest of serving their constituents, practicaland cost effective regional solutions will emergeand be embraced.
