This powerpoint presentation begins by outlining the U.S. Environmental Protection Agency (USEPA) Mandate:Clean Water Act (CWA) requires USEPA to develop nationaltechnology-based regulations to limit pollutantdischarges;September 2, 2004 USEPA published notice thatdrinking water treatment point sourcecategory was a candidate for regulation; and, regulation can either be an effluent qualitycriteria or a treatment technology standard. It outlines what a regulation could look like, the current regulatory timetable, lists the six steps involved in creating a regulatory proposal, outlines the actions AWWA has taken, and provides a map of State NPDES Regulations Survey. The costing objective, as sponsored by AWWA, was to characterize the actual cost of watertreatment plant residuals management. The overall approach is given, along with costs to be developed, average per capita flow H 150 gpcd, design peaking factor atfull-scale facilities H 2.0, sludge production rates - conventional and softening, costs to be developed, residuals peaking factor at full-scale facilities H 1.5, conventional treatment plants, non-softening residuals treatment- clarification plus filtration, and future plans.
