This powerpoint presentation begins by defining the term "affordability" as: relative to income and expenses;implies some quantity of water;individual customer, not utility's financial capacity;single-family residential; andwater and sewer. Reasons for measuring affordability include: to understand the scope of the issue;to define appropriate solutions; and, toevaluate affordability programs. Some common methods and their drawbacks are outlined, including: Method #1 - Late payments Method #2 - Average Bill:Median Income Ratio; Method #3 -bill simulation.
