This paper investigates the fundamental response strategies for smaller drinkingwater suppliers to successfully address the new reality created by the driving forces of change facing the water supply industry. It provides some practicaltools that can be used to evaluate individual compliance management systems and othertools which can be applied to make progress in improving the safety and environmentalperformance of any utility.The primary response strategies recommended to address the new reality are:objectively assess the very foundation of your compliance managementsystem and test your utility's true commitment to achieving safety andenvironmental excellence;ensure you have the full support of your Board or Commission to form afirm foundation for your improved environmental and safety managementsystem;assess your present compliance management system through a guided selfassessment;invest the time and energy to successfully implement needed improvementsin your system; and,periodically re-test your compliance management system and commit tocontinuous improvement. Bedrock elements of an effective compliance system are discussed, along with a sample of an environmental and safety policy statement. Includes appendix.
