The distribution system of the Portland Water Bureau includes about 15,000 hydrants. Theauthors considered costs and benefits of hydrant repair and replacement actions. An analysis wasfocused on supporting and addressing certain policy decisions ¿¿¿ whether it was cost effective toexpand the hydrant overhaul program and potentially reduce repairs and replacements; what is thefailure rate of hydrants and, consequently, what is a sustainable level of replacement that needs tobe funded; what would be the future rate of hydrant failure under various repair and replacementstrategies; and, whether it is cost effective to expand salvage part efforts.
