JEA is the water, wastewater and electric utility provider in Jacksonville, Florida. JEA has developed asystem to substantially improve water system operations by changing the operating mode from reacting toconsumption, to proactively planning for forecasted demands. This system, called an OperationsOptimization System, utilizes a supervisory control and data acquisition (SCADA) system and data collected from a number of other sources tominimize cost and improve the operating performance of the entire water system. This system managesJEA's consumptive use of a regional aquifer, controls and monitors water quality in real-time, maximizesthe value of energy for JEA's electric utility and maximizes the existing capacity of water system assetsto defer or eliminate the capital cost for new infrastructure. This project is unique because it is acomprehensive approach to operations optimization. The approach includes an accelerated softwaredevelopment cycle, the use of advanced and proven software solution techniques from other industries, andmaximum utilization of existing SCADA system assets.JEA is using a real-time modeling and reasoning technology platform to deploy this application. Themodeling-based techniques used in this application include neural networks, constraint-basedoptimization applications, and hydraulic and mass-balance water distribution simulation models. Thereasoning engine platform also provides an advising and control automation mode that inputs optimizedpumping schedules directly to the existing SCADA system. The application design involves developingvarious modular components that integrate to solve optimization problems and to meet the operatingstrategies and objectives of JEA.The System components are configured together to automatically develop an optimized daily operatingschedule and start and stop remotely-controllable pumps and valves in the water system based on theschedule and time of day. Data from the SCADA system is checked and filtered by the Data QualityModule. The Water Consumption Forecaster provides hourly forecasted consumption for operating areaswithin the water system called sub-grids. The Water Quality Analyzer generates water quality operatingparameters and alarms based on sensor data from the SCADA system and a number of other externalsources in alignment with JEA's Consumptive Use Permit (CUP). The Equipment Clearance Reportprovides information on scheduled maintenance activities (equipment clearances) affecting systemoperations.An integral component of the optimized solution is the Water System Simulator that uses mass balance and simplified hydraulic network modeling techniques to forecastdistribution system variables using SCADA data. The Water System Simulator takes as input thepump/valve control schedule developed by System Scheduler and determines if all operating constraints(e.g., reservoir levels and pressures) are satisfied. The Water System Simulator generates reports andgraphical trends that define and illustrate predicted performance of the daily operating plan.Prior to approving the daily plan for operations, the Operations Planner and Scheduler (OPS) reviews information provided by all OperationsOptimization applications. The OPS keeps all applications in calibration. Operation of the water systemchanges over time as equipment is taken in and out of service, consumption patterns change, and newfacilities are placed into service. The Optimization Monitor continuously monitors conformance to theoptimized daily operating plan.This paper presents JEA's Operations Optimization System and experience in the accelerated softwaredevelopment process, model calibration, system start-up, and daily operation.
