This paper discusses a strategy for utilities to communicate with their communities that begins with staying in touch with the changing and shifting community values. Several techniques are discussed for determining a community's values that include: key informant interviews; preliminary validation; and, prioritizing. The importance of surveys is discussed along with suggestions for determining the right questions for a survey.
