The Fairfax County, Virginia (Fairfax) Wastewater Management Program has usedperformance measurement and financial planning as integral tools of effectiveutility management for more than twenty years. Over that period of time, thecomplexity of Fairfax's utility management has increased significantly, requiringa corresponding increase in the sophistication of financial planning efforts. Acritical element of Fairfax's financial planning process has been the developmentand monitoring of appropriate financial performance measures, which have beenselected to provide Fairfax managers with insights on issues that have financialimplications to the program. As the financial planning process has become moresophisticated, so has the need to provide managers with more timely cost,revenue, and complex financial data to support the managerial decision makingprocess. As a result, Fairfax's use of financial performance measures has evolvedfrom an effort of merely supporting budget development to an effort that supportscomplex strategic planning and financial optimization efforts. This paper tracesthe development and the role of financial performance measures in supportingfinancial and strategic planning efforts at Fairfax. Includes tables, figure.
