Water utilities are in the midst of significant change. While the degree ofpressure for change that individual utilities experience varies, water is nowfacing the same market, cultural, technological, and political pressures thathave come to bear on gas, telecommunications, and electricity. These competitivepressures are building on a US industry that has typically not faced competition.The degree to which water utilities are prepared to address these trends isunclear. Managers and governing boards that foresee and act on such trends will bebest positioned to successfully lead their utility. In order to characterize andrespond to these trends, the American Water Works Association Research Foundationfunded a project entitled "A Strategic Assessment of the Future of WaterUtilities". The project group identified and ranked 60 trends in terms ofcertainty and desirability. These trends were then grouped into several potentialfuture scenarios. This paper summarizes the project findings to date includingsignificant excerpts from an American Assembly Statement on trends and strategiescrafted by the project team and modified and adopted by water utility industryleaders.
