The City of Austin, Texas, has experienced unprecedented growth and developmentwhich is straining the resources of its Water and Wastewater Utility. In the last10 years alone, the metropolitan area has tripled in size. Many capitalimprovement projects (CIP) are currently underway or are being planned to buildnew facilities, increase existing capacity, and replace aging infrastructure.Money is in short supply and fierce competition exists. It has never been moreimportant to maximize the effectiveness and efficiency of construction dollars.Accordingly, a process improvement effort was initiated to improve the CIPimplementation process so that future CIP projects are designed in accordancewith client criteria and built according to contract documents within budget andon time. A goal of this project is to bring together consultants, contractors,the utility, and Public Works to discuss expectations and needs. The improvementefforts are described and lessons learned during the project are presented. Includes figure, appendices.
