East Bay Municipal Utility District (EBMUD) is a water and wastewater utilitybased in Oakland, California, serving drinking water to 1.2 million customers on the east side of San Francisco Bay. This paper presents the water quality management approach taken by EBMUD to deal with regulations and customer expectations and emerging contaminants.
