This article discusses how the Pennsylvania Department of Environmental Protection and Pennsylvania State University, using grant funds from the US Environmental Protection Agency, are developing a Small Public Water Systems Technology Assistance Center at the Harrisburg campus. Two training approaches are proposed: train the trainers, and train the operators. Includes 12 references, tables, figure.
