This paper discusses how several steps must simultaneously be undertaken to successfullyreduce irrigation demand. Inclining rates linked to absolute or relative (water budgets) consumption thresholds are an important precondition, but it is also necessary to provide outreach and education services to demonstrate how proper horticultural and maintenance practices in combination with optimized scheduling can reduce outdoor water usage without any deterioration in landscape quality.
