This paper lists several strategies of water conservation rate structures: 1) establish an excess use surcharge; 2) hybrid rate structures; 3) seasonal rates; 4) inclining block rates; 5) establish incentives within the rate structure to reduce water use; 6) increase rates for larger users, lower rates for smaller users; 7) proportionate rates; 8) reduce the fixed portion of the rate structure and increase the portion that varies with usage; and 9) raise rates.
