This paper presents applicable capital financing alternatives for three basic categories of facilities of a typical water system: supply and treatment; transmission and distribution; and local facilities. Some financing alternatives may be well suited for more than one of the three categories while other financing alternatives may be specifically limited to only one of the facility categories.
