The Emergency Risk Management Guide supporting Australian Risk Standard 4360 provides a framework for assessing risk from terrorism and developing treatment options. Any logical analysis reveals that there cannot be zero risk from terrorism, and therefore treatment options must include robust response and recovery plans. This paper presents an outline of the author's application of the process to the terrorism threat. Includes 3 references, table, figure.
